Good question – imagine a car showroom in which you go and just browse for a car and its features, without taking any particular action, even the sales person doesn’t compel you to take any action. What is the use of such a showroom? It does not accomplish anything in particular, its sort of like a display of vehicles.
Each website needs to have a particular purpose – which for most websites is helping the customer move further down in their buyers’ journey. (Awareness> Consideration > Decision). Your website exists to help the customer decide and take some action.

Then i found this image which seems to be dealing with precisely what we are talking about here. It explains about visitors and the actions they take. IMO, this is the most important thing.
